随着两岸经贸交流不断发展,大陆不仅是台湾第一大出口市场和第一大贸易伙伴,还是台商的第一大投资地。据大陆方面统计,截至2007年12月底,大陆累计批准台资项目75146个,按投资者注册地和实际到资额统计,累计吸收台湾直接投资457.6亿美元。而据台湾方面估算,包括以第三地名义进入大陆的台资,台商在大陆投资超过1000亿美元,占台商对外投资总额的60%以上。然而在台商蜂涌投资大陆的同时,大陆企业赴台投资的项目和金额却几近于零,这种不正常的经济局面主要是台湾当局的限制性政策所致。随着主张发展两岸经贸关系的马英九和萧万长上台,人们开始关注这些限制性政策是否能够大幅调整,两岸能否迎来双向投资的新时代。
With the constant development of economic and trade exchanges across the Taiwan Strait, the mainland is not only Taiwan’s largest export market, its largest trading partner, or the largest investment destination for Taiwan businessmen. According to mainland statistics, as of the end of December 2007, the mainland has totally approved 75,146 Taiwanese-owned projects, accounting for a total of 45.76 billion U.S. dollars in direct investment from Taiwan, based on the place of registration of investors and the actual amount-to-fund statistics. According to Taiwan’s estimation, Taiwan-funded enterprises that have entered the mainland in the name of the third place have invested over 100 billion U.S. dollars in the mainland and accounted for more than 60% of the total overseas investment made by Taiwan businessmen. However, while Taiwanese businessmen are busy investing in the mainland, the number of mainland enterprises investing in Taiwan is almost zero. This abnormal economic situation is mainly caused by the restrictive policies of the Taiwan authorities. With Ma Ying-jeou and Vincent Siu-wan, who advocate the development of cross-Strait economic and trade relations, came to power. People are beginning to pay attention to whether these restrictive policies can be drastically adjusted and whether the two sides can usher in a new era of two-way investment.
