事实已经证明,当今林业实践的最大问题并不在于林业生产力的科学技术落后,而是林业决策违背林业生产自然经济特点。不考虑林业生产力发展的不平衡性和林业生产关系相适应的多层次、不同水平要求。这就造成林业生产关系与林业生产力的剧烈矛盾,致使森林生态经济系统活动紊乱,关系失凋,各方矛盾加剧,最终导致森林破坏,林业经济活动恶性循环。 Facts have proved that the biggest problem in forestry practice today is not the backwardness of science and technology in forestry productivity, but rather that forestry decisions are contrary to the natural economic features of forestry production. It does not consider the multi-level and different level requirements that are compatible with the unbalanced development of forestry productivity and the relations of forestry production. This resulted in drastic conflicts between forestry production relations and forestry productivity, resulting in disorganization of forest eco-economic system activities, loss of relations and intensification of conflicts between various parties, which eventually led to the vicious circle of forest destruction and forestry economic activities.
