为贯彻落实中共中央十五届四中全会《关于国有企业改革和发展若干重大问题的决定》,确保经济鉴证类社会中介机构(以下简称:中介机构)与政府部门脱钩和改制任务的完成,根据《国务院办公厅关于清理整顿经济鉴证类社会中介机构的通知》(国办发[1999]92号)精神,现就中介机构脱钩改制工作提出如下意见: 一、脱钩改制的目标 这次脱钩改制工作的目标,是建立、健全与社会主义市场经济相适应的中介机构管理体制和符合市场经济要求的自律性运行机制,促进中介机构独立、客观、公正地执业,使中介机构真正成为自主经营、自担风险、自我约束、自我发展、平等竞争的经济组织。
