针对两年来,我市实施“1+5”工程,项目由实施单位自行选定实施,组织单位半年一次收集汇总上报,实施工作存在项目分散、重点不突出、科技含量不高、组织单位对实施情况心中无数,“1+5”工程处于被动实施的状态,今年,市科领办、市科委采取有力措施,以强化项目实施为核心,狠抓“1+5”工程实施质量的提高,使我市“1+5”工程实现了由被动实施向主动实施的转变。
