湖南省人民政府批转省财政厅《关于今年第一季度财政收支情况的报告》一九八一年四月二十五日湘政发27号省人民政府同意省财政厅《关于今年第一季度财政收支情况的报告》,现转发给你们,请研究执行。今年一季度我省财政收支情况不够好,出现了支大于收的局面。今后如果收入再上不去,原定各项支出就得不到保证,今年财政收支平衡就会受到严重影响,而且给明年各项事业发展都会带来很大困难。各级人民政府对今年一季度收支情况要认真进行检查分析,采取有力措施,加强对财政、税务和企业财务工作的领导,把增产增收工作抓上去。要进一步贯彻调整方针,努力增加生产,特别是轻纺工业生产。要切实加强企业经营管理,提高经济效果。要坚决贯彻落实国务院“财政八条”精神,整顿财经纪律,加强财政管理,制止和纠正截留利润和任意减税免税的作法。要支持财政税务部门的工作,动员广大财税干部履行职责,努力做好组织收入的工作,力争二季度的财政收入有个较大的增长,补上一季度的欠账,确保今年收支平衡,略有结余。
