The summit meeting between the leaders of China and the United States means that the bilateral strategic framework including economic, trade and investment built on the basis of the Sino-U.S. Strategic mutual trust will be expected to shape the next decade. Although bilateral trade flows between China and the United States are the largest in the world, the size of bilateral investment is not large and direct investment is “not equal”. As of the end of 2011, the U.S. actually invested 67.6 billion U.S. dollars in China, while China invested less than 30 billion U.S. dollars in the U.S. in the same period. In terms of rankings, the United States is China’s largest foreign direct investment country, while China’s direct investment ranks only 25th in the United States. China’s total investment in the United States accounts for less than 1% of the total foreign investment in the United States. After the financial crisis, in order to ease the surge in foreign exchange reserves and asset security that have long been caused by trade surpluses, China’s sovereign wealth funds invested heavily overseas to promote “capital going to sea.” However, this has exacerbated the vigilance of the United States to “strategic investment” and “national capitalism” to a certain extent and has often been hindered by the U.S. government’s foreign investment examination committee based on the consideration of “national security”
