知识经济的脚步临近,经济全球化大势所趋,加入WTO指日可待,西部开发已拉开序幕,种种机遇和挑战接踵而来。为此,中共哈市委提出了实施体制创新、结构优化、科技先导、开放牵动、城市形象“五个工程”的战略构想。为推进五个工程的实施,市委宣传部、市社联、市社科院、《学理论》杂志社共同组织召开了三次研讨会,本文为第一次会议发言综述。 As the pace of knowledge-based economy approaches and the trend of economic globalization is approaching, accession to the WTO is just around the corner and the development of the western region has been kicked off.
