财政部部长助理张通在现代国库管理专题座谈会上的讲话中指出:“要建立健全现代财政国库管理制度,还需要各级财政国库部门继续加大力度,迎难而上”;要“进一步加大县级改革的推进力度,并按规范化要求实行国库集中支付制度”。根据这一精神,笔者结合江苏省丰县的实际情况,对如何进一步推进县级国库集中支付改革的问题作些分析,并提出相应的对策建议。
