各位委员,各位同志:中央人民政府政务院第七十九次政务会议通过任命重庆市人民政府市长、副市长、政府委员名单如下:(略)我们重庆市人民政府委员会于第二届第一次各界人民代表会议选出市长、副市长、政府委员,并经中央人民政府政务院第七十九次政务会议批准呈请任命。今天,遵照政务院的指示,正式就职。重庆市的市长、副市长、政府委员是通过了民主选举产生,又经过中央人民政府政务院批准任命的,这一形式正体现了新民主主义的内容与实质。解放之初,市人民政府是单纯自上而下任命的,至第二届第一次各界人民代表会议后,即完全由人民自己选举自己的政府机关人员了,这体现了人民民主政权向前发展了一步,也说明了各阶层人民式行使了政权,这是重庆市空前未有的一件大事情。同时,更足以表现我们的人民民主政权是完全建筑在广大人民基础之上的。在政府委员中,包括各民主党派,各民主阶级的代表,这就是说,我们的政权是各党派各民主阶级人民联合的地方性政权,它具体的表示了全市人民的大团结,所以,在正式宣布就职的今天,我们一方面感到光荣,一方面感到今后责任的重大。
