近年来,东营经济开发区深入贯彻全省对外开放实施经济国际化战略工作会议精神,紧紧抓住东营市实施“大开放、大招商、大发展”战略的良好机遇,坚持以体制创新为突破口,以机制高效灵活为奋斗目标,解放思想,大胆探索,扎实工作,锐意进取,推动了经济及各项社会事业的快速发展。截止目前,我区共累计批准进区工业项目55个,项目总投资27.6亿元;批准利用外资项目11个,项目总投资1.5亿美元。随着一大批大高外项目的进区,加快了开发区的经济发展。2000年,区内主要工业实现产值、销售收入、工业增加值、利税、利润等主要指标,分别比1999年增长67%、100%、36%、92%和250%。税收和财政收入均比1999年翻了一番。我们的主要做法是:(一)在管理上创新,进一步完善封闭式管理的运行体制。东营经济开发区是在全省较早推行“封闭式管理”的开发区之一。但是,随着进区项目的逐渐增多,开发区规模的不断扩大,原有的管理模式已经不能完全适应新形势发展的需要,必须大胆进行管理创新。为此,我们在坚持以往行之有效的管理体
