9月1日,在天津滨海新区举办的2012中国汽车产业发展(泰达)国际论坛,工业和信息化部副部长苏波作了长篇发言,发言包括三个部分:汽车工业目前取得的成绩和存在的问题,汽车工业转型升级的核心以及下一步汽车工业发展的战略。苏波发言主要思想是中国政府支持自主创新就应该是支持中国本土的各类企业的自主创新,而不仅仅是民族企业的自主创新,只有这样才能真正形成公平竞争的市场环境,才能不断地通过政策的推动和扶持来真正地提高我们本土企业的自主创新能力。此番发言遭遇业内舆论一些非议,《汽车商业评论》认为这实际并没有深刻理解中国汽车业的实际现状以及政府部门的深谋远虑。以下经过本刊记者重新编辑整理过的讲话或许有助于读者理解苏波讲话意图。进一步理解可参阅本期特写文章《合资自主第二季》。
On September 1, 2012, Su Bo, Vice Minister of Ministry of Industry and Information Technology of China Automotive Industry Development (TEDA) International Forum 2012 held in Binhai New Area of Tianjin made a lengthy speech. The speech consists of three parts: the present achievements and the existence of the automobile industry The core of the transformation and upgrading of the automotive industry and the strategy of the next step in the development of the automotive industry. Su Bo speech main idea is that the Chinese government to support independent innovation should support independent innovation of all types of Chinese enterprises, rather than just independent innovation of national enterprises, the only way to truly form a fair competitive market environment, we can continue to pass Policy promotion and support to truly improve our own local enterprises independent innovation capability. This speech suffered some criticism of the media industry, “Automotive Business Review,” that this does not actually understand the actual situation of China’s auto industry and government departments of foresight.
