在国际关系学科创建初期(1919-1939),国际法学家对其形成与发展做出过重要的理论贡献。这一高度专业化的知识群体中有倡导裁军、集体安全机制的诺尔-贝克、界定国际关系研究对象与方法的曼宁、强调国际法与国际秩序的劳特派特。他们的学术思想对日后国际关系学科的建设与发展、特别是对其理论体系的形成起到了奠基的作用。今天重温三位法学家对国际关系的论述,不仅有益于我们理解国际关系的性质与问题,同时也会推动国际关系研究中重新重视国际法的训练与作用。
In the early days of the discipline of international relations (1919-1939), international jurists made important theoretical contributions to its formation and development. Among this highly specialized group of knowledge are Noel-Beck, who advocates disarmament and collective security mechanisms; Manning, who defines the subject and method of international relations; and Lawertt, who emphasizes international law and the international order. Their academic ideas have played a cornerstone role in the construction and development of international relations disciplines in the future and especially in the formation of their theoretical system. Reviewing the discussions of the three jurists today on international relations will not only help us to understand the nature and problems of international relations, but also promote the renewed emphasis on the training and role of international law in the study of international relations.
