民兵、预备役工作的落实在基层、靠基层。按总部的工作要求,2001年是“加强民兵、预备役基层建设年”。本刊采编的山西省平顺县西沟民兵营,是一个从战争年代到和平建设年代、从计划经济时期到市场经济时期的老先进单位。抗日战争时期,边区政府称这个民兵营代表了“边区农民的方向”;今天,当地政府又称赞这个民兵营是“实践‘三个代表’的典范”,是一面迎风劲飘的红旗。这些荣誉清楚地折射出西沟民兵营风雨60载的里程轨迹,为我们揭示了在新形势下加强民兵连(营)建设的基本思路——
