环保产业从业态上可分为提供产品和服务两大类,因此我国在培育和推动环保产业发展时,除制定针对环保产业整体发展的综合政策外,还制定了针对环境服务业发展的相关政策,此外对于创造环保产业需求,推动第三方监测和治理,以及促进环保产业投融资等方面也制定了相应的政策。2010年在国务院发布的《关于加快培育和发展战略性新兴产业的决定》中将节能环保产业列在了七大战略性政策频出,培育壮大环保产业市场
