公共政策作为政府对社会价值的权威性分配,首先必须考虑公平,将公平作为公共政策的灵魂。本文从价值和利益的相关性入手,以“高考移民”现象为例,通过深入分析,说明利用公共政策来公平分配社会价值的必要性和重要性。只有公平分配社会价值,才能兼顾各方利益,使公共政策的整体效用达到最优。
As an authoritative distribution of government’s social value, public policy must first consider fairness and fairness as the soul of public policy. This article begins with the relativity of value and interest, and takes the phenomenon of immigration in college entrance examination as an example. Through in-depth analysis, it shows the necessity and importance of using public policy to distribute social value fairly. Only by equitably allocating social values can we balance the interests of all parties so that the overall effectiveness of public policies can be optimized.
