自2007年5月,国务院下发关于加强青少年体育增强青少年体质的意见到全国实施“阳光体育”已有三年,三年来我国农村学校逐渐出现的具体问题是与开展“阳光体育运动”计划不相适应,并且出现了阻碍进一步发展的瓶颈。
