本文运用生态学理论，结合安宁河流域的生态、经济现状提出了流域内林业发展方向即实施生态林业建设；并阐述了必要性和可行性。作者认为只有打破旧的林业模式，发展多效用林业；重视森林的生态防护效益，从而治理和改善生态环境才能为全流域的经济综合开发提供巨大的生态环境容量和物质财富。在对林业现状评价的基础上，本文提出了生态林业建设的基本原则、战略重点和目标。
In this paper, ecological theory, combined with the ecological and economic status of Anning River Basin proposed the development of forestry within the basin that is the implementation of ecological forestry construction; and described the necessity and feasibility. The author believes that only by breaking the old forestry model and developing multi-utility forestry, paying attention to the ecological protection benefit of the forest, so as to manage and improve the ecological environment, can we provide enormous ecological environment capacity and material wealth for the economic comprehensive development of the whole basin. Based on the evaluation of forestry status quo, this paper puts forward the basic principles, strategic priorities and goals of ecological forestry construction.
