这里所言当下,乃中国的当下。这里所言慈善,却非某一人或某些人的德行话题。而是相对于中国的国家话题;而是相对于中国的一项事业的话题。中国有十三亿多人口,那么,这个话题当是相对于十三亿多人口的一个当下话题。无须讳言,“慈善”二字,建国以后曾被长久地故意地回避。仿佛是一个不合时宜的话题。甚或,仿佛是一个政治上极其有害的话题。似乎一公开倡导慈善,反而国将不国,民将不民了。今天看来,今天想来,显然是一种错误的认识。也显然是一种关于国家理论的,值得反省的,羞耻的认识。这样说,是否意味着完全抹煞了中国在人道助济方面的种种努力,种种能动性,种种业已做过的事情呢?否。事实当然是,中国在人道助济方面,自新中国成立以后,便渐渐形成了一套中国特色的机制。并且在这种机制的实际操作过程中,渐渐形成了中国特色的方式、方法和经验。
What we are saying here is now in China. The charity here is not a moral issue for one or some people. It is a national topic relative to China; it is a topic relative to one of China’s causes. With a population of more than 1.3 billion in China, then the topic should be a topic of current concern with respect to 1.3 billion people. Needless to say, the word “charity” has long been deliberately avoided after the founding of the People’s Republic. Seems to be an outdated topic. Or, it seems, is a politically extremely harmful topic. It seems a public advocacy of charity, but the country will not be a nation, the people will be disgraced. Today, it seems obviously a wrong understanding today. It is also clearly a reflection on the theory of the state that deserves reflection and shame. Does this mean that it completely invalidates all the efforts China has made in humanitarian assistance and all kinds of initiatives that have been done? The fact is that of course, China has gradually formed a set of mechanisms with Chinese characteristics since the founding of new China in terms of humanitarian assistance. And in the actual operation of this mechanism, it has gradually formed the ways, methods and experiences with Chinese characteristics.
