针对发电企业内、外检修维护工作存在的矛盾和问题,提出要通过内、外检修维护工作的统筹协调解决矛盾与问题的意见和建议,强调应遵循的“攘外必先安内”“品牌保证与规模发展同步走,保证又好又快发展”“短期内外统筹协调,互通互补,共同发展”“遵循规律,着眼独立发展,做大做强”4个基本原则。
