党的十八大报告明确指出:“反对腐败、建设廉洁政治,是党一贯坚持的鲜明政治立场,是人民关注的重大政治问题”。强调要“坚定不移地反对腐败,永葆共产党人清正廉洁的政治本色”。建设廉洁政治是一个整体性的目标,在干部清正、政府清廉、政治清明中,干部清正是基础,只有干部清正,才能保证政府清廉和政治清明。人民群众看我们的政府是否清廉、政治是否清明,很大程度上是从身边党员干部的一言一行中作出判断的。从这个意义上说,领导干部能否保持清正廉洁本色,对于推进廉洁政治建设,具有重要的基础性作用。

Only when the cadres are properly rectified can the government be honest and clean. Whether or not the people see the clean government of our government and whether the politics are clear or not is largely determined by the words and deeds of party members and cadres around them. In this sense, the ability of leading cadres to maintain a clean and honest character has an important and fundamental role in promoting a clean and honest political construction.
