1975年8月5日～7日,在河南省西南部,猝然降临了一场特大暴雨。暴雨又引发整整一个水库群的大规模溃决——无论是垮坝水库的数目,还是蒙难者的人数,都是全国同类事件之最。这场突如其来的天灾人祸所造成的惨烈历史,令人刻骨铭心,记忆犹新。回顾历史,立足当前,坚持用科学发展观审视洪水和洪水给经济社会带来的影响,积极构建人与自然和谐相处的水事环境,要扎扎实实地做好防洪抢险工作。
August 5, 1975 to 7, in Henan Province, southwest, suddenly came a heavy rain. The torrential rains, in turn, triggered a massive crashes in a single reservoir cluster - both the number of collapsed reservoirs and the number of people in distress, the highest in the country. The tragic history caused by this unexpected natural disasters and man-made disasters has been unforgettable and vividly remembered. Reviewing history, basing ourselves on the current situation, we should persist in using the Scientific Outlook on Development to examine the impact of floods and floods on our economy and society and to actively construct a water environment in which people and nature live in harmony.
