《会计人员职权条例》颁发以后,我们陆续收到一些读者来信来稿,反映《条例》贯彻执行的情况和存在的问题,有的还提出了很好的建议.从这些来信来稿反映的情况看,绝大多数地区、部门和单位对《条例》都很重视,有的专门召开了会议,有的发了切合实际情况的具体指示,积极贯彻执行.但是,也还有少数地区、部门和单位至今没有贯彻落实.原因固然是多方面的,但最根本的还在于领导是否重视.实践证明,凡是领导重视的,《条例》就贯彻落实得快,财会人员的社会主义积极性就高,财会工作就搞得有声有色,经济核算和经济管理工作就做出了成绩;反之,就冷冷清清,无声无息,一切照旧,有《条例》和无《条例》一个样,广大群众和财会人员的积极性就调动不起来,意见很大. 为了引起重视,切实贯彻执行好《条例》,本刊这期选登了几封反映这方面问题的来信.这些信大都是年前和一月份收到的,由于受刊物篇幅限制,没有及时刊登,现在刊登出来,可能有的已时过境迁,问题不存在了;如果是这样,则我们刊登这些来信的目的也就达到了,重读一遍这些群众意见也有好处.如果这些问题依然存在,我们希望有关的领导同志倾听群众的呼声,把财会工作提到议事日程上来,狠抓一下财会工作,切实贯彻落实《会计人员职权条例》.这对于巩固和发展安定团结的大好形势,对于实行把全党工作的着重点转移到社会主义现代化建设上来,是完全必要的.
