以2000~2011年我国31个省级面板数据为支撑,利用静态面板数据模型和动态面板数据模型,研究环境规制、政府行为对产业结构变迁的影响,实证结论表明:在静态面板回归模型中,环境规制、政府行为对产业结构优化升级都产生了正向促进作用;不同于人力资本、市场化水平以及金融发展等因素,对外开放程度对产业结构优化升级的正向作用并不够稳定。在动态面板模型中,产业结构优化和调整本身存在一定的“惯性”;环境规制、政府行为对产业结构的影响存在一定的滞后效应,这种正向促进作用需要缓慢释放。政府对产业政策的制定,可以从环境规制等间接角度作用之。
Based on the panel data of 31 provinces in China from 2000 to 2011, the static panel data model and dynamic panel data model are used to study the impact of environmental regulation and government behavior on the industrial structure change. The empirical results show that in the static panel regression model, Environmental regulation and government behavior all play a positive role in promoting the optimization and upgrading of industrial structure. Different from human capital, marketization and financial development, the positive effect of the degree of opening up on the optimization and upgrading of industrial structure is not stable enough. In the dynamic panel model, there is a certain “inertia” in the optimization and adjustment of industrial structure itself. There is a certain lag effect between environmental regulation and government behavior on the industrial structure. Such positive promotion needs to be slowly released. The government’s formulation of industrial policies can play an indirect role in environmental regulation.
