1998年长江、嫩江、松花江特大洪水引起了全国上下的高度关注。江总书记、李委员长、朱总理等中央领导多次前往抗洪第一线,部署和指挥抗洪斗争,各级党委政府,层层落实防汛抗洪责任制,深入一线,现场指挥,认真贯彻执行《防洪法》。科学技术在抗击特大洪水中发挥了中流砥柱的作用,数十万解放军指战员,数百万人民群众筑起血肉之驱,严防死守,战胜洪魔,确保长江大堤、重要城市和人民生命财产的安全,使灾害损失降到了最低程度。
