湖北广水市陡坡村针对过去的财务混乱现象,于今年初成立了村民理财议事会。理财议事会由群众民主选举的13名群众代表和3名村组干部共同组成,参与村级财务管理。议事会的职能是:(1)听取村会计的财务收支报告,收集群众反映,参与经济活动决策,审查各项经济收支计划;(2)在出纳与会计结帐前审核各种单据,对不合理的开支有权拒绝入帐;(3)监督上级下拨的各项物资、票证和资金发放;(4)负责组织一年一度的财务清理,并将清理结果向群众
Steep slope Village, Guangshui City, Hubei Province In response to the financial turmoil of the past, the village council for wealth management was established earlier this year. The Finance Council is composed of 13 mass representatives, democratically elected by the masses and 3 village cadres, and participates in village-level financial management. The function of the council is to: (1) Listen to the financial accounting report of the village accountants, collect the opinions of the masses, make decisions about economic activities, and examine the various plans of economic revenues and expenditures; (2) examine all kinds of documents before the receipt and payment of accounts, (3) Supervise the distribution of various materials, tickets and funds distributed by superiors; (4) Take charge of organizing the annual financial liquidation and send the result of liquidation to the masses
