地震科学不只是一门多边的边缘科学,而且是横跨自然科学和社会科学的“横断学科”。《地震对策》一书就是这个“横断学科”的体现。本文首先概括介绍了《地震对策》一书的基本特点:它是中国第一部地震对策方面的著作,对地震对策作了较系统的总结;以地震预报为主线;突出救灾;列举不同地区对策实例,并按地震地区的地形、地貌、人文、经济、地震发生的季节、时间等特点较全面地撰写对策;取材广泛、内容丰富、具有普遍参考价值;读者对象适用性强;体现社会经济效益,可望在未来的大震活动高潮期中将起到一定的减灾作用。文章继而指出今后尚待进一步探讨的问题,包括今后应对地震对策的理论和定量化作进一步探讨;对对策条例和规范作进一步提炼和归纳;随时间变化有待进一步研究充实;针对地震活动高潮期与低潮期对策的不同特点,今后应不断补充、修改,使其规范化和条例化。文章最后指出,鉴于地震预报对策是整个地震对策的核心,对以下六个方面应予以重视:①地震前兆异常是宏观的量;②前兆场是散点布成的不规则“场”;③震源是地壳中既能集中应力又能很快释放应力的“开放系统”;④模式综合分析和数学综合分析是互不代替、相辅相成的两个方面;⑤重演是相对的,可变的,要从发展上综合解析震源;⑥测震指标与其它前兆相结合,可取长补短有利于地震预报。
