4·20芦山地震恢复重建已过中期阶段,政府作为社会管理和公共服务的主体责无旁贷,但政府在重建中供给的基本公共服务是否切合灾民需要,其满意程度尚有待评估。本研究从速度、数量、质量三个维度出发设计模型和指标体系,对芦山县600名灾民进行问卷调查。调查发现,公众对震后重建中政府公共服务供给总体比较满意,其中,对供给质量满意度最高,对供给速度满意度一般,对供给数量满意度相对较低。本文剖析了造成公众满意度现状的原因,探讨了提高公众满意度的对策,以期更好应对重建中灾民急剧飙升的基本公共服务需求,并为相关部门提供决策参考。
4.20 Lushan Earthquake Rehabilitation and Reconstruction After the mid-term stage of transition, the government is the main body of social management and public service. However, the degree to which the basic public services provided by the government meet the needs of the victims needs to be assessed. This study designs the model and index system from the three dimensions of speed, quantity and quality, and conducts a questionnaire survey on 600 victims in Lushan County. The survey found that the public is generally satisfied with the government public service supply in the post-earthquake reconstruction. Among them, the satisfaction with the supply quality is the highest, the satisfaction with the supply speed is generally, and the satisfaction with the supply quantity is relatively low. This paper analyzes the reasons for the current situation of public satisfaction, discusses the measures to improve public satisfaction with a view to better meet the rapid rise of victims of reconstruction in the basic public service needs, and provide relevant departments with decision-making reference.
