根据辽宁东部山区“以科技为先导,以森林生态为依托,多种经营、立体开发,建立多层次、多功能、多效益、长短结合、永续利用的森林生态系统,林兴民富”的一种农村经济发展模式的精神,重点从模式建立、产业结构合理调配、森林立体经营、小流域综合技术开发及开发利用和保护发展森林资源等方面,阐述了实施模式的方法、措施及获得的综合效益。提出建立模式的必要条件和发展建议。
