目的:分析北京某核心功能区各类型医院中医卫生人力资源现状,为政府制定该区中医人力资源发展规划及相关卫生改革政策提供依据。方法:数据主要来源于《北京市卫生统计年报》(2010—2014年)、某核心功能区统《计年鉴》(2010—2014年),采用描述性分析的方法,分析中医人力资源的现状及发展规律,主要统计指标包括构成比、年均增长率等。结果:从2010—2014年,中医类别执业(助理)医师人数由2010年的1,023人增加至2014年的1,271人,年均增长5.58%,中医人力资源总体呈增长趋势,不同医院间比较,区属医院增速最慢,社会资本办医院增速最快;区属中医医院中医类别执业(助理)医师占执业(助理)医师总数的比例出现先增长后降低趋势,2014年中医类别执业(助理)医师占比较2010年降低了4.26个百分点;社区卫生服务机构中药师(士)占药师(士)的比从2010年的42.95%降低至2014年的36.67%。结论:该区中医人力资源总体呈现稳定发展状态,但是不同类型医院发展不同步,特别是中医医院的发展慢于驻区医院与社会资本办医院,特别应该警惕区属中医医院以及社区卫生服务机构中医队伍的相对萎缩的现象。
OBJECTIVE: To analyze the status quo of Chinese medical human resources in all kinds of hospitals in a certain core functional area in Beijing and provide the basis for the government to formulate the human resources development planning and related health reform policies in this area. Methods: The data are mainly from the “Beijing Municipal Health Statistics Annual Report” (2010-2014), a core functional area “Yearbook” (2010-2014), using descriptive analysis methods to analyze the current situation of Chinese human resources and The law of development, the main statistical indicators include composition ratio, the average annual growth rate. Results: From 2010 to 2014, the number of practicing (assistant) physicians in Chinese medicine increased from 1,023 in 2010 to 1,271 in 2014, with an average annual increase of 5.58%. The proportion of practicing (assistant) physicians in the Chinese medicine hospitals in the total number of practicing (assistant) physicians increased first and then decreased. The ratio of Chinese medicine practitioners (CPAs) in the community health service institutions to pharmacists (s) decreased from 42.95% in 2010 to 36.67% in 2014. Conclusion: The human resources of Chinese medicine practitioners in this area are generally in a stable state of development. However, the development of different types of hospitals is not synchronized. In particular, the development of Chinese medicine hospitals is slower than that of the resident hospitals and social capital hospitals.
