当下我国已进入快速转型期,“矛盾多发”成为这一时期的重要特征。信访是管窥当下政策治理与法律治理的最佳窗口,透过信访这个窗口,能够了解和把握当前社会矛盾的现状和特征,剖析我国法治建设进程的成败得失。本报告选取系列典型的信访案例,解析了其中所反映的立法、执法、司法问题,帮助人们对中国法治现状中存在的问题拥有更清晰的认识,为推进我国的法治建设提供参考。 At a time when our country has entered a period of rapid transition, “frequent conflicts” have become an important feature of this period. Letters and visits are the best way to look at the current policy and legal governance. Through the window of petition, we can understand and grasp the current situation and characteristics of social conflicts and analyze the success or failure of our country’s legal construction. This report selects a series of typical cases of letters and visits, analyzes the legislative, law-enforcement and judicial issues reflected therein, helps people to have a clearer understanding of the existing problems in the status quo of China’s rule of law and provides reference for promoting the construction of the rule of law in our country.
