重建湘鄂赣边特委早在1928年年初,中共中央长江局决定建立中共湘鄂赣边特委,派郭亮为书记,在岳阳建立了特委机关。当年3月郭亮被捕牺牲,特委机关被破坏,湖南省委又派滕代远为特委书记,准备适时恢复特委机关。在频繁的战斗中,滕代远时刻不忘省委关于“若边特尚在,则改组之;不在,则设法恢复之”的指示,反复思考着一个重大任务——恢复湘鄂赣
Reconstruction of Hunan, Hubei and Jiangxi Special Commission As early as the early 1928, the CPC Central Committee Changjiang Bureau decided to establish the CPC Hunan, Hubei, Jiangxi special committee sent Guo Liang as secretary, established a special organ in Yueyang. When Guo Liang was arrested and sacrificed in March of that year, the special organ was destroyed.
