内蒙古、广西、四川、云南、贵州、西藏、重庆、陕西、甘肃、宁夏、青海、新疆省(自治区、直辖市)人民政府,交通部,公安部,司法部,水利部,建设部,国土资源部,审计署,国家计划生育委员会,国家质量监督检验检疫总局,国家工商行政管理总局,国家税务总局,国家环境保护总局,国家林业局,国家文物局,国家电力公司,国家人民防空办公室:为保证中央关于西部大开发战略的贯彻实施,减轻西部地区公路建设负担,促进西部地区建设和发展,经国务院同意,现就整顿规范西部地区公路建设税费的有关问题通知如下:一、取消不合法、不合理的行政事业性收费(以下简称“收费”)项目(21项)(一)根据《中共中央、国务院关于治理向企业乱收费、乱罚款和各种摊派等问题的决定》(中发[1997]14号)的有关规定,凡属国家法律法规、国务院及财政部、国家计委和省、自治区、直辖市人民政府明确规定之外的向企业收取的收费项目,国家法律法规、国务院及财政部规定之外向企业征收的基金

Upon approval of the State Council, the central government asks for the following issues concerning the rectification and regulation of taxes and fees for highway construction in the western region: 1.
