转变发展方式的目的是要解决我国经济发展所遇到的突出矛盾。近20年来,我国经济增长主要靠出口加工业的拉动和国内基础工业扩张的支持。这既决定了我国工业的结构特点,也是导致国内分配差距拉大的决定性因素之一。目前的发展格局与结构是既有的发展路径长期实行的结果。这一发展路径做出了历史性的贡献,但也形成了特定的利益格局与思维惯性,使人看不清环境与条件的变化和调整的必要性。而我国“出口导向”型增长空间已近极限,产业升级迫在眉睫。要实现产业升级必须要确立“从成本优势转向争取技术优势”的战略思想,坚持中国特色社会主义,坚持公有制主导,发挥国有企业应有的作用,把握市场和政策指导、自主性和开放性的平衡。
The purpose of transforming the mode of development is to resolve the outstanding contradictions encountered in the economic development of our country. In the past 20 years, China’s economic growth has mainly been driven by the export processing industry and the expansion of the domestic basic industries. This not only determines the structural characteristics of China’s industry but also one of the decisive factors that have led to the widening of the domestic distribution gap. In order to achieve industrial upgrading, we must establish the strategic thinking of “shifting from cost advantages to technological superiority.” We must adhere to socialism with Chinese characteristics, adhere to the principle of public ownership, give due play to the role of state-owned enterprises, and grasp market and policy guidance, autonomy and openness Sexual balance.
