“轻缓化”是当今社会处理未成年人公诉案件的主要趋势。但在司法实践中,未成年人刑事案件“轻缓化”的刑事政策在公诉环节却没有得到充分地落实。为了保护未成年人的合法权益,建立区别于成年人的未成年人刑事案件处理机制,应改革讯问方式,全面推行分案起诉制度,扩大公诉机关的量刑建议权,完善刑事和解及辩诉交易制度。 “Lightning ” is the main trend in today’s society dealing with juvenile indictments.
