“小政府”的实现离不开“大社会”的形成,而“大社会”的形成则需要公众更多地参与公共事务。按照“共建共享社会主义和谐社会”的要求,积极搭建“听政于民、问计于民”的公共平台,是浦东新区推进政府管理创新的重要举措,旨在进一步拓宽公众与政府之间直接沟通的渠道,更广泛地倾听市民呼声、汲取市民智慧,进一步增进市民主体意识,提高市民的知情权、话语权和政策选择权,促进城市公共事务的决策民主化。
