党中央、国务院高度重视社会保障工作,持续加大政策扶持与民生投入,保基本、兜底线、促公平,社保制度建设不断推进。对于衡水市而言,随着京津冀协同发展上升为国家战略和省级综合配套改革试验区的稳妥推进,“一带一路”、转型升级、信息化、城镇化、农业现代化同步发展,经济内动力不断增强,为社会保障工作的深入发展提供了千载难逢的历史机遇和广阔的空间。但同时也应看到,“十三五”时期我市经济社会发展的结构性矛盾仍然突出,民生事业的任务更加艰巨,社保制度的建设与经济社会发展水平和人民群众的期望相比还有诸多不足,需要我们去认识并改进。
