一、填表單位——戶,按‘全國人口調查登記辦法’(以下簡稱)‘登記辦法’)第四條的規定確定之。二、各戶中之常住人口和在外人口按‘登記辦法’中的有關規定區分之。三、人口調查登記表分甲式、乙式兩種。甲式供一般住戶填寫。乙式供機關、部隊、團體、學校………等戶填寫,但上述單位內居住的家庭戶應填甲式表。四、填乙式應將本單位全名填寫在表右側‘戶名’之下,並於‘本戶負責人’之下填寫本單位負責人或事務管理人。五、件址——城市戶的住址填寫在表的左上端,鄉村戶的住址填寫在表的右上端。住址中街、巷、村等名稱,可按當地路、里、胡同等名稱改印或填寫。
