我国农村劳动力的技术和文化水平普遍偏低,严重制约农业的现代化速度。建设“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的社会主义新农村就必须提高广大农民科技文化水平。必须实施科教兴农战略,创新培训农民的方式方法,大力发展职业技术教育,培训返乡农民工。网络技术普及根本改变了农民信息闭塞的局面促进了对农民的科技文化教育。
The technical and cultural level of China’s rural labor force is generally low, seriously restricting the modernization of agriculture. To build a new socialist countryside with “productive development, affluent life, civilized rural areas, clean and tidy villages, and democratic management,” it is necessary to raise the scientific and technological level of the vast number of peasants. We must implement the strategy of rejuvenating agriculture through science and education, innovate and train peasants in ways and means, vigorously develop vocational and technical education, and train returned migrant workers. The popularization of network technology has fundamentally changed the situation of peasants’ information blockade and promoted the science and technology and culture education for peasants.
