2010年10月16日国务院正式发布了《关于加快培育和发展战略性新兴产业的决定》(以下简称《决定》),是我国在认真总结应对2007年开始的全球性金融危机的经验之后,提出的一项战略决策。对于我国这样一个人口压力大、资源相对贫乏、工业基础薄弱的发展中大国,今后的发展只有依靠自己,决不能走西方发达国家曾走过的以消耗资源为代价的老路,必须探索出具有新思路、高起点、高效率、低能耗特点的发展模式,《决定》正是在这样的大前提和背景下出台的。它抓住了我国现阶段社会主义现代化建设的特点,为我国的可持续发展指明了道路。
