5月26日,国务院办公厅印发了《2014~2015年节能减排低碳发展行动方案》的通知。通知要求深入开展绿色建筑行动,政府投资的公益性建筑、大型公共建筑以及各直辖市、计划单列市及省会城市的保障性住房全面执行绿色建筑标准。到2015年,城镇新建建筑绿色建筑标准执行率达到20%,新增绿色建筑3亿m3,完成北方采暖地区既有居住建筑供热计量及节能改造3亿m3。以住宅为重点,以建筑工业化为核心,加大对建筑部品生产的扶持力度,推进建筑产业现代化。
On May 26, the General Office of the State Council issued a circular on “Action Plan for Energy-saving and Emission-reducing Low-carbon Development from 2014 to 2015”. The circular calls for further green building initiatives, public investment projects funded by the government, large-scale public buildings and affordable housing in cities under separate municipalities, cities specifically designated in the state planning and capital cities to fully implement the green building standards. By 2015, the implementation rate of green building standards for urban new buildings will reach 20%, and new green buildings will be 300 million m3 to complete the heating metering and energy-saving renovation of existing residential buildings in the northern heating area by 300 million m3. With housing as the focus, with building industrialization as the core, we will increase support for the production of construction parts and components and promote the modernization of the construction industry.
