随着经济高速发展和城市日益扩张,发展与保护的矛盾日趋严重。而作为替环境代言的环保组织,因为自身的研究成果基本建立在微薄资源之上并且缺乏数据支撑,在发展还是保护的抗争中,始终未能拥有更好的话语权。为此,环保组织需要探索新形势下的话语资格,更需要提升自身的能力与专业度,借助新《中华人民共和国环保法》(以下简称新环保法)的实施,推动环境公益诉讼之于环境保护的价值。
