旅游业是国民经济的重要产业,不断加强旅游市场监管,既是工商部门应当履行的法定职责,也是促进我国旅游业健康有序发展的必要保障和有力支撑。2012年,国内旅游消费2.3万亿元,占社会消费品零售总额的比例突破10%,旅游业对住宿业的贡献率超过90%,对民航和铁路客运业的贡献率超过80%。目前,全国26个省(区、市)把旅游业定位为支柱产业,其中17个省(区、市)定位为战略性支柱产业。今年10月1日实施的《旅游法》,对规范旅游市场提出了新的要求。工商部门应适应形势变化,不断创新监管理念,完善监管机制,进一步做好旅游市场监管工作。
Tourism is an important industry of the national economy. Continuously strengthening the monitoring of the tourism market is not only the legal duty that the business sector should perform, but also the necessary guarantee and strong support for the healthy and orderly development of China’s tourism industry. In 2012, the domestic tourism consumption was 2.3 trillion yuan, accounting for 10% of the total retail sales of social consumer goods. Tourism contributed more than 90% to the accommodation industry and contributed more than 80% to the civil aviation and railway passenger transport industries. At present, 26 provinces (autonomous regions and municipalities) have positioned tourism as a pillar industry, of which 17 provinces (autonomous regions and municipalities) are positioned as strategic pillar industries. The “Travel Law” implemented on October 1 this year put forward new requirements on regulating the tourism market. The business sector should adapt to changes in the situation, constantly innovate the regulatory concept, improve the regulatory mechanism, and further improve the tourism market supervision.
