在加快构建全球能源互联网,打造“一带一路”建设新引擎的新形势下,特高压电网交直流工程建设及其招标采购受到越来越多的关注。本文依据权变管理理论,针对特高压电网工程招标采购的内外部环境和项目特点,结合特高压电网工程招标采购管理实践,提出创新建立外部严控风险、双向组织协作、内部精益统筹三大管理策略模型,从而全面提升特高压电网工程招标采购管理水平。
Under the new situation of accelerating the construction of a global energy Internet and building a new engine for the development of the “One Belt, One Road” project, more and more attention has been paid to the construction of the AC and DC UHVDC project and its bidding and procurement.
