自2000年底公安部在全国范围部署“打黑除恶”专项斗争,至2001年11月底,浙江省摧毁各类黑恶势力582个,抓获犯罪嫌疑人4109人,查破涉案案件3802起。其中,瑞安的叶昌平,义乌的贾建军、陈东讯,黄岩的陆俊鸿,路桥的“林氏三兄弟”,慈溪的李立新,绍兴柯桥的俞明东,永嘉的黄陈忠等15个黑社会性质犯罪组织受到毁灭性的打击,从根本上扭转了一些地方黑恶势力横行霸道、危害一方的局面。浙江黑恶势力的现状及特点浙江地处东部沿海,市场发育早,多种所有制经济活跃,经济相对发达,“四个多样化”的影响尤为显著。近年来,浙江省对黑恶势力一直坚持露头就打、除恶务尽的方针,不间断地组织开展了规模不同的专项打击行动,保持高压态势,成功摧毁了温岭张畏、王秀方黑社会性质犯罪组织等一批影响较大
