第一节 利用外资和引进技术的作用技术引进就是一个国家通过一定途径,从别国取得先进技术的总称.技术转让或技术转移,就是国与国之间或不同经济单位间技术的输入与输出.现代资本主义的发展,有形的技术如样机、技术发明权、专利权,图纸设计书,和其他有文字或图纸记载的技术资料是商品;无形的技术,如人们头脑中系统化了的专门知识或积累的经验,以及设计计算方法等也是商品.按价值规定的要求,商品交换应以价值为基础,并受供求关系的影响.因而,技术引进实际上就是一种商品交易,引进技术也就是引用外资.

The development of capitalism, tangible technologies such as prototypes, technological inventions, patents, drawings and design documents, and other texts or drawings of technical information is a commodity; intangible technology, such as people’s minds systematically specialized knowledge or Accumulated experience, and design and calculation methods are also commodities.According to the requirements of value stipulation, the exchange of commodities should be based on value and influenced by the relationship between supply and demand.Therefore, the introduction of technology is actually a kind of commodity transaction, and the imported technology is the reference foreign investment.
