2013年,教育部曾为《小学生减负十条规定》两次面向全社会征求意见。关于学生“课业”问题的国家高级领导人重要讲话、指示和教育部的“减负令”接二连三,但当下学生课业负担过重问题并未解决,而且还出现越减越重的“怪现象”。学者们从社会学、博弈论、政策学等多个视角对其进行了分析,而笔者认为,“减负”之途之所以步履维艰,有其深层次的文化根源。在我国历史发展过程中,以追求利益为主导
In 2013, the Ministry of Education once solicited opinions from the whole society twice for the “Pupils’ Ten Burden Reduction”. The important speeches and instructions of the senior leaders of the State on the issue of students and the “lesson” and the “burden reduction order” issued by the Ministry of Education successively came into being. However, the problem of students’ overburdening of their homework was not solved yet, “Strange phenomenon ”. Scholars from the sociology, game theory, policy and other perspectives were analyzed, but I believe that the reason why the “burden reduction” difficult to walk, with its deep cultural roots. In the historical development of our country, we are guided by the pursuit of profit
