2014年2月8日,国务院副总理刘延东在北京主持召开医改专家工作会议,听取部分医改专家咨询委员就医改相关问题提出的意见及建议。此次会议共有10位专家参会并发表意见及建议,华西医院石应康教授作为国务院医改专家咨询委员会委员首先发言。石应康教授分析了我国目前的社会经济环境、医疗资源配置、医学教育及技能培训、信息支撑及协同等方面的现状,提出了几点意见:一是深化基本医疗保障社会保险支付制度改革,包括控制物化成本,提升人力价值,扩大日间治疗,根据病种分级定位社保支付;
