重组改制后,胜利油田主业上市部分与存续部分实现相互分离,进行独立核算,成为相对独立的两个利益实体。作为存续部分重要组成部分之一的胜利油田社区也将随着改革的浪潮被推上无情的市场。胜利油田社区自1997年成立到现在为止,无论是从内在素质还是外部形象上都在一定程度上得到了油田各级领导和广大居民的认可,但是,社区成立的时间毕竟较短,再加上社区的原始定位不明确,既有企业的性质,又担负着诸多政府社会管理职能,这种体制和机制下的社区运营,今后如果缺乏集团公司和上市公司的政策和资金支持,将面临着严峻的生存挑战和发展危机。因此,面对新形势,必须在认真研究社区现状的基础上,积极探讨油田社区在重组改制后的新的发展思路。
