在新公共管理运动的孕育下,西方主要国家逐步建立起体现国情的城市政府绩效管理制度。当前城市绩效管理呈现出公共责任与顾客导向凸显,多元合作治理、绩效评估制度化、技术手段现代化不断加强的发展趋势。在我国要建立适应科学发展观要求的城市政府绩效评估体系,必须积极借鉴西方国家的经验,坚持科学与正确的政绩导向,建立高效的组织领导机构,设计科学合理的指标体系,推进相关配套制度建设,营造良好的实施环境,推进城市政府绩效管理资源的有机整合。
