党的十三届七中全会提出大力加强党的自身建设,这是各级党组织必须认真抓好的重要任务。党支部建设实行目标管理是加强基层党组织建设的有效方法,通过目标管理,可以使党支部工作逐步走上规范化、制度化的轨道,充分发挥党支部教育、管理和保证监督作用。笔者就卫生防疫机构党支部建设实施目标管理,对目标的建立与目标值的确定及目标的考核,做初步探讨。
The Seventh Plenary Session of the Thirteenth Central Committee put forward the effort to strengthen the party’s self-building. This is an important task that party organizations at all levels must seriously grasp. The implementation of the objective management of the establishment of the Party branch is an effective method for strengthening the construction of grass-roots party organizations. Through objective management, the work of the Party branch can be gradually put on the track of standardization and institutionalization, and the role of party branch education, management and guarantee supervision can be fully displayed. The author carried out a preliminary discussion on the implementation of the goal management of the establishment of the Party branch of the health and epidemic prevention organization, the establishment of the target, the determination of the target value, and the evaluation of the target.
